It is by views. Before my recent wallpaper was in the list, it had more rep and comments than your "No edits" topic, but was a mere 10 views under your topic. But then after I refreshed my topic a few times, it made its way into the popular topics list. imo it should be determined by reputation. While all I did was refresh my topic a few times as an experiment to see if would actually make it into the list, it can easily be abused by others.
