its a reflection if this didn't have the "affected by wind" option on. When water manipulates what is reflected. its a refraction

Nope, it's a reflection. Refraction is only when light goes through glass, water, etc. and slows down so it bends. Reflection is when it bounces off, and the reason it happens in water like this is because it's bouncing off of multiple different parts of the water, all at different elevations.
