I never understood when to use "No offense" properly

my cousin was yelled at by someone because he had a Union Jack dog tag, they called him "racist"

then they were being racist, not your cousin. nobody understands the proper use of the word "racist" and they throw it around and hide behind it as an excuse. im sick of it, to be honest. i was once being made fun of for being asian, so i said "im proud of being asian" or something similar, and someone overheard me and called me racist. like wtf.
