    Can we make a rule that only people with 100 rep or more can receive down rep? I feel like alot of newbies that could've been great animators were lost due to - rep.

      All we need to do is convince people to warn newbies on their first post that they're headed down a bad road and abstain from giving negative rep right off the bat. This treatment isn't meant for newbies with bad attitudes though.
