This will spark some controversy but it's distracting and I need to let it out.
When you really think about it, Anime and Japanese cartoons aren't (in some cases) synonymous terms.
A Japanese cartoon is simply... Well... A Japanese cartoon. It can be in the style of Rick and Morty and still be considered a Japanese cartoon.
The word 'anime' is associated with a distinctive style. If 'Japanese cartoon' and 'anime' were synonymous, a Rick and Morty clone could be considered anime.
Japanese cartoons can be considered anime but not all of them are.
This works the other way too.
Anime follows a certain style so if a studio in the US replicated it, it would be anime but not a Japanese cartoon.
So anime can be but doesn't have to be a Japanese cartoon.
Japanese cartoons can be but don't have to be anime.
