@Keep on Chucking once made a tutorial on the Kiepocu channel about Chromatic Aberration and he went over how to simulate television static.

However, in Movie Studio 13 and Vegas I know there is a filter built-in for that.

I know of this one free program called Hitfilm4Express on which you can use Chroma key so you can try recreate the same effect with that.

:facepalm: Chroma key is for green/bluescreen. Chromatic aberration is when the different wavelengths of color are focused at different positions.
