Yo!

This is my new OC "TSAR". He will be one of the villains in the upcoming episodes of Detective Lightning Comic Series.

He's a nuclear powered soldier/assassin with the power of absorbing any kind of energy. He also doesn't have feelings. (Edgy much? :P)

No, he's called Tsar because that was the name of the most powerful nuclear bomb ever detonated. (Since he has nuclear powers)
