It's definitely possible. The easiest way would probably be using alpha glitch, but that can mess up SSAO behind the player.

Another way you could do it is building the character with each body part and using glow to cover it up.

That was just two ideas. There are obviously more ways to go about doing something like that, but those are what immediately came to mind.

if you select an object there is an option in object prophetess that seas glow tic that and bing bada boom glow

You could also try animating individual frames on a skin, but that’s kind of labor intensive
