I first adjusted my skin to where it was nearly 100% solid colors. (Except the pants, hands, and hair)
Then I rendered it against a background and opened it in Paint.NET
I traced the edges with slightly darker colors than what color the edges were.
I then used Posterize on it, replaced the background, and manually drew in the shadow thing.
