I need some one to make a drape/coat

Hi i need help making a coat drape i forget what its called and its not i cape anyways so i need someone to make one and i did make one my self bit its a bit crappy and ways if you need something to model it of of the Tenth Dr.Who and Great Uncle Ford would be good models thank you (and yes i do like Dr.Who and gravity falls shut up for those who think people who watch it are cringey)
