.Gif Profile Picture

I keep trying to convert my .mp4 file into a .gif to set as my profile picture. I am successful with converting it, but the file size is too big. I've been searching up how to reduce a picture's file size, but the tools shown in the tutorial's pictures don't seem to appear on my computer. I really want a .gif profile picture, but it just doesn't seem to work. I even shortened my animation's time, roughly to 7 seconds, but the file size still remains at 2.14 MB (2,249,133 bytes). I really want a gif profile picture, but I guess I'm thinking wishful thinking. Can someone please help me if you will?
