HOW YOU FREAKIN' DO DAT?

-Select the area you want to glow

-Make a new LAyer, fill it black and only white in your selection

-Duplicate the layer about 3 times (depends on image size)

-Go to filters, select the Gauß'something blur filter

-put it to 1 pixel on the first layer and increase the number every layer

I didn't do it that way..

I did it by selecting the eye with a wand, and copying the selection to a new layer and duplicate the layer with the eye and add a motion blur on it.

Then the duplicated layer of the eye, I added a glow on it and make a new layer and get a brush and tap it with a soft white brush and lower the opacity of it. =3
