-1 broken?

Ok I know it seems bad but I think the -1 button is pointless when you can use the full amount your first month and then only use it once every month. Anyone else have this problem? I just wanted to know if it's just me.

I'm quite sure it's working for me. It's not pointless, though somewhat rage inducing to some (who are given it). I've given more than one down rep in the same day.

It didn't say 'me' that's why I said what I said. The only 'me' was technically referring to 'anyone else have the problem'.
