It's a simple vignette effect. Then some gradienting to make the left lighter than the right.

I've used Paint.net all my life, I don't like Photoshop so much, I only use it for stuff paint.net doesn't have. I've made dozens of forum signatures and banners using Paint.net, even my current signature is made by me using paint.net.
