It is actually simple:

Launch Mine-Imator and load a random project or create one, then you can either go to Resources tab under the Project Properties and click on the + icon  that says "Add a new Resource from a file". Find the location where the texture pack is stored and open it. It should just automatically import to the project.

Or the other way which the same thing, but quicker or not, click the import file icon next to new project on the taskbar. Same thing Find the location where the texture pack is stored and open it. You will get a prompt instead select the resource pack and click. It should just automatically import to the project.

Simple to the point.
