Artifacts and glitch all over my rendered animation!

Whenever I render a animation, there are artifacts, glitch and lag in the animation everywhere! In every setting and framrate this happens, my PC is healthy and not damaged, I am using windows 10 and I don't have any background programms running . PLUS I never interrupt while its rendering. My PC is new and powerful and I was expecting to animate in 60fps with quality to its best. But that's not the case...(using newest version of mine imator)

You're opening it with mediaplayer, use VLC to view your video, mediaplayer sucks... and so does windows movie maker.
