Image blocked by program icon after saving

When I try to save an image in Mine-imator, it just shows an icon of the program that opens it instead of the Image itself, is this a bug or is something wrong with my computer?

Unfortunately I can't, but I can explain what I was trying to do, when I try to save an image that I downloaded from the Internet it shows up as the Windows 10 Photos App Icon instead of a thumbnail

Don't even worry about that, its completly normal. If the picture file in on the desktop, the image preview should be shown in the icon. If it's in a folder that is opened with File Explorer, on the top properties bar of the window, click "view", and select large icon. the picture should show on the icon of the image file.
