I think he used a custom sky backround, DoF doesn't work on those. Nor does bloom.

 

I like the second one, but I agree with the others. Try messing around with shadows.

I think everything would come together if the camera was at head level with a tiny bit less FOV. That might be hard though since there's probably not a bottom to those buildings.

Also, what everyone else said: add some more shadows. Also, maybe pose their legs more.
