OK, I guess I'll give minimum requirements based off of experience.

Storage: Whatever.

RAM: At least 4GB for it to run OK.

CPU: Intel Core i3 or higher/AMD A6 or higher.

GPU: Not required, but recommended.

Motherboard: Eh, whatever. Average?

Power Supply: Go for a decent one, I guess.

sorry if  this is off topic but I am kind of desperate. I want to make an animation but the import world crashes mine imator with the message "Could not write that file, make sure it is not used for another process."  Nothing I do will work, I thought it could be my computer, but now I think it has something to do with the new update for minecraft please help

You can run normal sized schematics and the program with an average computer, but large world schematics probably require a bit better of a computer. Honestly, it depends on what you're going to be doing but running the program itself (as everyone else has said) requires practically nothing.

Do you have the world open in Minecraft at the same time, or open in another window of Mine-imator? I think that would break it.

If not, try restarting the program. If that still doesn't work, I would back up yout projects somewhere and reinstall.
