How do I make a Female rig

ok, could someone please show me how to make an accurate looking female rig, (with an extruded upper chest)

I know I can just download one, but I don't want to for 2 reasons:

1. I feel more accomplished when I do it myself

2. I don't like any of the rigs out there(Except for Skibbz, his work is Gold)

If you don't like any rigs except SKIBBZ's, chances are you won't like your own.

I would learn how to use Modelbench. It can automatically map out textures for custom models. It's pretty easy too.
