Resource Pack Issue

Whenever I try to load a resource pack (aka .zip file), the resource pack doesn't work. Instead it just uses the same old minecraft textures. Anybody wanna help me troubleshoot this?

I think Mine-imator can't handle 64x texture packs

Or maybe try to replace the texture of the block in old minecraft texture with the texture in the resource pack using paint.net or any editing software
