 i check task manager and there is no MI process

Stop double quoting. 
Quote once, and reply to BOTH of his things.
And, try removing the WHOLE Mine-imator thing, 
the folder everything.

Reinstall it, 
run as admin, 
if that doesn't work check your computer settings and see if you meet the requirements.

6 gb ram

2k display

400 gb disk space

Type in %appdata% in that search bar up there, click roaming, click Mine_Imator__Community_Build_, delete what the blue arrow is pointing to, if there is more like that, delete them.
