Water waves rig needed

Is there like any way that there can be waves created as a rig?

Like in the ocean, you can add waves in the sea itself, just to make the feeling much more realistic, or for like a beach scene.

Interesting idea. I don't recall any rigs like this being created. I could tyr this and see what I come up with, but no doubt there'll be better ones than mine. I'll see what I can do, and maybe others can input their share.
