I had this error. I don't know which of these is the solution but I went into msconfig (windows+r) and disabled all non-microsoft services. This is called a clean or secure boot (I think). I also uninstalled the preinstalled mcafee anitvirus because the subscription was over and I was tired of the notifications to renew service. I do not reccomend doing this unless your subscription is over and have a replacement program.
