Cortana's original design was based on the Egyptian queen Nefertiti; the character's holographic representation always takes the form of a woman. Bungie first introduced Cortana—and Halo—through the Cortana Letters, emails sent during Combat Evolved's production in 1999.^[2] Since then, the character has been used extensively to advertise the series. Cortana has been recognized for her sex appeal, believability, and character depth. The character was the inspiration for Microsoft's intelligent personal assistant. -Wikipedia

I don't know, that's just how they were designed, male AIs are just lesser common

Well, Cortana in particular was modeled after Dr. Catherine Halsey, by Halsey. Cortana just chooses to keep that look (until halo 5)
