Whenever I go to export an animation as a .mp4, despite the video size or FPS, the video always ends up having hiccup-like moments; sort of as if the animation skipped a frame. Anyone else having this issue, and has anyone solved it?

don't export as an mp4... isn't that for sound/music?

Oh I somewhat fixed the issue. I threw my .mp4 animation into sony vegas and re-rendered it. Sorry to waste your time, but thank's for the help!
