There are these features at the bottom that let you create walk and run animations easily.  But for some reason it does not work. Can someone please tell me why this is not working and/or how to enable it?

You have to create 2 key frames. one where he starts, and the one where he finishes.
DOUBLE click the FIRST keyframe, where he starts.

Then click run/walk cycle. Then change bending/angle, then hit space and watch him move!
Hope this helped.

Don't use them, you shouldn't let the program animate for you. You should create your own walking and running animations. The built in ones are terrible, anyway.

You probably shouldn't have said that.
