Which game? I've only played 1, 3, reach, and 4. I remember her making a life size hologram of herself but she still couldn't actually "touch" anything.

Its just a wallpaper though, it doesn't bother me too much.

Towards the end of 4, before dying she became solid, could feel, etc. In Halo 5 she can make herself solid from holographic form
