There's an easier way to resize the skin in paint.net without having to painstakingly resize the image by hand.

1. Go to Image and select Resize

2. Change the resampling to "Nearest Neighbor" This will prevent the image from softening the edges of the pixels.

3. Select a good percentage to resize to (400% larger works good, but 800% is for the finest quality HD)

4. ???

5. Profit!

how you have more effects for Paint.Net? (I have only normal)

Well, download plugins from the Paint.Net forums.  Then, go to C:(Local Disc)\Program Files\Paint.NET\Effects.  Drag the plugin into the effect file :)

 

If this does not work, I'm sorry.  I'm just guessing what I did a few months ago to install plugins, but this should work.

heres another way thats a bit shorter than this, and a little lazier. Go to novaskin, go click "add shadow" k ur done

That doesn't make the skin HD at all. HD means more definition on the skin, which require more pixels, thus a higher resolution.
